In the largest number of cases in which the Inter-American Commission on Human Rights (IACHR) has issued precautionary measures aimed at the protection of persons or group of people, state authorities are involved. The case of San Juan Copala Triqui is sui generis, because these measures are aimed at members of the same indigenous community, setting precedents, perhaps negative for the novelty of the resolutions of the Inter-American Court of Human Rights in the international system of protection human rights.
In the case of San Juan Copala, the Commission asked the Mexican government precautionary measures on October 7, 2010. A week later, one of the beneficiaries of the precautionary measures Teresa Ramírez Sánchez was killed, in unclear circumstances. On October 23, no one expected that Heriberto Pazos Ortiz would be killed, one of the historic leaders of Movimiento de Unificacion y Lucha Triqui (MULT). Pazos Ortiz's death, not only disconcert the MULT antagonistic organizations, namely Movimiento de Unificacion yLucha Triqui Independiente (MULT-I), promoter of the figure of the so-called Autonomous Municipality of San Juan Copala Municipio Autonomo de San Juan Copala (MASCJ) to Social Welfare Unity for Triqui Region Unidad de Bienestar Social para la Region Triqui (UBISORT), civil society, the national media and some colleagues who seem to strive to extend the conflict Triqui, but came to reposition the MULT in the various media and in the virtual war that had been given on the web. MULT media attention came with a hight price, especially when the media lose objectivity in their reports.
While the precautionary measures remain in force, giving the beneficiaries of, say, a certain "diplomatic shield, Pazos Ortiz's death attributed to the government of Ulises Ruiz, the brief period of peace that exists in the region and especially evidence of a video called "Paramilitary triquis MULTI" circulating on the Net (noting the leadership of MULTI, carrying heavy weapons), they question the arguments that led to such injunctions. On the contrary, implementation of these measures may be counterproductive for the government and risky for the conflict groups. For example, the deployment of federal forces or the militarization of the region on the grounds of ensuring the safety of the beneficiaries, would have the effect of violating rights (individual and collective) of all communities regardless of their political-social affiliation. Paradoxically, any military or preventive police incursion would end with the autonomy proposal that says the MULT-I called to defend through MASJC. Between insults and truths

In this sense, a month before, the Archdiocese of Oaxaca through Bishop Arturo Lona Reyes and Wilfrido Mayren pastor, had issued a statement to the organizations MULT and MULT-I to establish a negotiating table and seek measures of détente. The MULT, as in 2009 with the Advisory Service for Peace (SERAPAZ), had agreed to discuss the proposed date, the September 20, 2010, but to the meeting only the political representation of MULT came.
From that date, the MULT-I, continues discrediting the work of the MULT and closed to all types of negotiation. The rhetoric of it, or who advise it remains the same. Every statement they made, every pronouncement are intended to undermine the work of MULT, as is the attitude of linking the MULT with the UBISORT or, say that between them and the government of Gabino Cue conspiracy exists to end the project MASCJ .
The continuous acussation of MULT-I on a deliberate partnership between MULT and UBISORT deserves special attention: Historically, the Guadalupe neighborhood Tilapa has been antagonistic to the neighborhoods that make up the MULT, between these Yosoyuxi. For the establishment of MASCJ the district Yosoyuxi and Tilapa Guadalupe joined thanks to Timoteo Alejandro. While the MULT-I, or at least part of its leadership, continues with its descalification policy and political closure. MULT continues to consolidate the regional level, continuing to build a local hegemonic power that is preparing to defend itself, the interests of the communities that are part of it as a powerful influence in the 2012 elections. Participates in major construction of social consciousness as the National Dialogue, or in the National Indigenous Congress Congreso Nacional Idigena(CNI).

Among the works of two important facts stand MULT, the triumph of MULT in the last election in a Mixtec municipality, Constancia del Rosario (one of four municipalities that dominate the region Triqui and governed by habits and customs), where since December 2010 a Triqui is the mayor. On the other Hand, the statement of George Albino (May 2, 2011), in the sense that the conditions to seek dialogue between groups in the region, and the slogan of the MULTI of return to San Juan Copala " at all costs "on the other, reflect, no doubt, the intrusion of outsiders interested in perpetuating conflict, a climate of violence in the region, and the foolishness of some fellow Triqui who lie outside the community and who do not know real dimension of the dangers accompanying a hasty decision or violent outside the dialogue.
Finally, the ongoing conflict, such as on the 80s has caused losses to the warring groups. Against 25 deaths for which the MULTI cries out for justice, the MULT listed 36 deaths occurred from 2006 to date. The statements by the representatives of the groups on the war, as well as testimonial evidence, documentary and other electronic media realize that the conflict has other dimensions, such as local power struggle, and that viewers and governments have wanted to get forced into a "paramilitary shirt."
Contrary to the belief of some organizations, among them, the Mexican Alliance for Self-Determination of Peoples (AMAP), the arrest of Rufino Hernández Juárez (UBISORT leader) and likely responsible for the deaths of Jyri Jaakkola and Beatriz Carino in April 2010, as a measure to implement the provisions requested by the IACHR's precautionary, rather than achieving the desired peace, it may trigger a new wave of violence in the region, we do not know what the reaction the militancy of UBISORT may cause against this government action and how these measures will impact on members of the MULT. Once again the government is wrong in dealing with conflict Triqui. Some may ask, why are we are not pleased with the arrest of Rufino Juárez, the response is reduced to only two: a) in this war everyone has lost family members, remember that Rufino lost his own brother Anastasio Juarez in July last year, b) who is the government going to arrest for all the deaths in the region?, the people of MULTI, the MULT?, or justice is selective and only punishes the killing of foreigners? Should the government continue steadfast in its claim to "justice" for all the deaths occurred during the last four, of wanting to impose the "State of rights" as they say in legal jargon, then, to the dangers that the fellows live daily in the region, regardless of political or organizational affiliation, now joins the "state terrorism", which can lead to persecution and imprisonment of all political factions in the region and communities as a whole.
Today, to achieve genuine peace and with dignity in the region, necessary and urgentl actions of harmony, consensus, dialogue and agreements between the parties are required. The so call “return to Copala” by the MULTI without prior agreement can only break the relative peace that prevails in the region for several months.
The reason for this war that seems endless is perhaps (as noted by Frantz Fanon), in the depths of resentment of Triqui against the colonizers and the exploitation of which they have been subjected and that an inability to burst against the oppressor they due against their own people. Perhaps playing with death to warn the enemies who are strong. But the drive to always reach the contrary, according to the law of dialectics, is present and one day, not far, eventually the spirit will be fully realized and the course history of the Triqui and non Triqui will be another.
